According to the most recent Joint Hearing on the Federal Human Capital:

  • Half of non-postal civilian employees were eligible for early/regular retirement in 2005
  • SES level retirements were greater still
  • Retirement eligibility is predicted to reach 70% by the year 2010

Changing and Competitive Environment

The administration change may be just the spark to drive a mass exodus of retirement eligible SES level leaders. It could ramp up the already fierce competition between Federal Agencies who are chasing a diminished number of qualified Federal Sector leadership candidates.

In this competitive and changing environment, traditional recruitment tools and tactics are no longer adequate. Beyond replacing bodies, the Federal government needs to replenish
wisdom—not just senior-level technical skills, but relationship and operational expertise including business savvy. There is a new reality to consider in the War for Talent. Both new and classic diversity efforts must be implemented in order to sufficiently expand the talent pool.
