Boyden is pleased to share the appointment news of Dr. Dubi Kanengisser, a recruitment led by Andrew Dumont

Toronto, ON - July 26 2023

The Toronto Police Services Board today announced the selection of Dr. Dubi Kanengisser as the new Executive Director of the Board. Dr. Kanengisser is currently the Board’s Senior Advisor, Strategic Analysis & Governance.

In his current role, Dr. Kanengisser supports the Board’s governance and oversight functions by ensuring the Board has access to the best and most relevant information and analysis, and by conducting ongoing evaluation of the Board’s and the Service’s achievement of adequacy standards and other Board priorities.

Dr. Kanengisser has a PhD in Political Science from the University of Toronto, where he studied processes of social change and their impact on democratic institutions. With a background in research and evaluation, he previously worked with the provincial government supporting evidence-based decision making at the Ministry of Health and at Cabinet Office. Dr. Kanengisser immigrated to Canada from Israel, where he worked in the non-governmental sector with a leading human rights organization.  He has recently been involved in the policy development of a number of complex and key Board Policies, including those dealing with artificial intelligence, use of force, and body-worn cameras.

Chair Ann Morgan stated that “Dr. Kanengisser is an astute, progressive and bright professional with a sophisticated understanding of police governance.  His vast expertise in policy development and evaluation, along with his genuine commitment to the importance of meaningfully incorporating the voices of stakeholders and the public, make him an ideal choice to lead our Board Staff.”

Dr. Kanengisser will be filling a position vacated by Mr. Ryan Teschner, who was appointed as Ontario’s Inspector General of Policing in February of this year.

The selection of Dr. Kanengisser was made by a selection panel, which included Board Members, in consultation with Mr. Teschner, and Chief Demkiw.
