The Board of Directors of the Greater Victoria Harbour Authority (GVHA) has appointed Jeremy Dunn as the organization’s new CEO, effective July 7, 2026.

Dunn brings more than two decades of experience in port operations, commercial development, major infrastructure, and waterfront asset management — most recently as Vice President, Operations with the Hamilton-Oshawa Port Authority (HOPA Ports) where he orchestrated rapid commercial growth for Ontario waterfront communities.

He also served as HOPA’s Commercial Vice President between 2019 and 2024, managing a portfolio of real estate assets and more than 150 commercial tenants.

The Hamilton-Oshawa Port Authority manages an integrated port network in Hamilton, Oshawa, and the Niagara Region, including more than 1,400 acres of deep-water terminals, warehousing, cargo facilities, multimodal services, and marine-rail links.

During his tenure, Dunn led the commercial development of industrial hubs along the Welland Canal and attracted partner investments for the construction of a $135 million sugar refinery, as well as a $35 million agrifood terminal upgrade.

He also brings experience in transportation construction and civil infrastructure development at The Miller Group where he held several leadership roles.

Dunn replaces Don Krusel, who has served as GVHA’s interim CEO since December 2025, and will return to his position on the GVHA Board. During his six-month term as Interim CEO, Krusel provided strategic leadership on several key initiatives.

“We are thrilled to welcome Jeremy to Victoria’s vibrant working harbour,” said Mark Mawhinney, Chair of GVHA’s Board of Directors. “Jeremy’s impressive experience in port development stood out throughout the recruitment process. He’s an inspiring leader with an impeccable track record in business growth, partnership development, and complex project delivery. His leadership will serve GVHA well as we continue to advance a long-term vision for our properties. Jeremy is the right leader for the organization’s next chapter.”

Dunn said he cannot wait to get started. “Victoria has a unique harbour with unique opportunities. I’m excited about the challenge of leading GVHA in its next chapter. I look forward to meeting the people who care deeply about this harbour and working together to realize the full potential of GVHA’s waterfront properties while ensuring they continue to serve the region for generations to come.”
