The data highlights clear priorities among executive leaders when evaluating a country’s attractiveness. Safety emerges as the dominant factor, receiving the highest number of first‑place rankings, indicating that leaders place strong emphasis on personal and organisational security. Quality of life also scores highly in top rankings, reinforcing its role as a key determinant in relocation or investment decisions.

In contrast, the political landscape is overwhelmingly ranked near the bottom, suggesting that while stability may matter, it is not a leading differentiator compared to other considerations. Economic outlook receives mostly mid‑tier rankings, reflecting its importance but not primary influence. Meanwhile, cost of living and tax regimes show a balanced distribution across middle rankings, indicating mixed perspectives on their weight in decision‑making.

Overall, the results suggest that executive leaders prioritize safety and lifestyle factors above purely economic or political considerations when assessing global opportunities.

Which factors make relocation within the CEE region more difficult?

Consistent with these findings, bureaucracy emerged as a significant challenge in the relocation process. Country-specific legal & immigration requirements are often complex, highly individualised, and ultimately beyond the control of the relocating executive.

Even highly attractive leadership opportunities can fail if the practical realities of relocation are not properly managed.
